As it stands, reordering inbound rules requires you to delete and recreate rules. That means that any time you want to test a pipeline for these rules, you have to delete rules up to the point you want to reorder them, and then completely recreate them. This is just an unnecessary inconvenience that creates more work for your customers than it could with what appears to be a relatively easy solution to implement.
