Sub account - view ONLY permissions

I would like an additional permission for a sub-account. A sub-account that can send sms to current lists (created by the master account) but have "READ only or VIEW only" so they can not modify the data bases.
If you disable 'Share Contacts' on the subaccount, the subaccount can only view contacts made to their account, which defeats the purpose, as I do NOT want them to create any lists (I manage all the data bases).
